Yeah I think you can get them to spawn rarely by throwing bait Kyra Tea Terraces. Near the large bushy area, on the road that goes up. Sometimes, a tiger or dhole may come but keep trying. Worked for me every time. Or just like the other comment said, the Sermon mission. But you don't have to die actually.
You'll know its a leopard by the high pitched growl and its mostly clouded leopards in south kyrat, i think theres only 2 locations with regular access to snow leopards. When you skin the animal it should pop up in white text in the middle of the screen saying the skins you gain i.e. Clouded leopard skin and if you got a clean kill it'll pop up
