Some days it won’t do it, but more often than not to do fix , engine off , disconnect circlip that connects actuator arm from turbo to electronic actuator, with a pair of pliers or grips move arm forwards and backwards quite hard and fast until it frees itself, should only take 20 secs.. spray arm with lots of wd40. reconnect arm to actuator ,insert circlip to hold. The fact that its getting colder and this problem has started now may be an indicator of a worn out battery. The alternator could also be failing but if the battery is still the original that's possibly the culprit.
