basically if you do the questline you can get your kingdom at clan tier 3 and with the patch (on new games) you will be able to start a kingdom even if you didn't do the questline at clan level 4 so doing the questline will allow you to get a kingdom earlier than normal.
Every time I take a new town or castle, it goes up for vote. I get choice of three people to give it to, and I can ignore the amount of support they have and give it to whoever I want.
